we dont need another troll support like tham.
all this would accomplish is making Blitzcrank a worst champion overall. Yeah you can save teammates but you could also lose teamfights just by accidentally hooking a teammate that decided to go on an enemy that you wanted to hook or because a tank is trying to peel but you hook him while trying to get the enemy carry. This is not even mentioning the people who would go out of their way to actually troll teammates.

At first I thought this was troll, but I think it could be a good idea. Thresh has an ability to retrieve allies. Tahm Kench has an ability to grab allies. Both of these champs have abilities that both grab enemies and/or allies. Blitz could work with it, though if they do so they might ahve to shift some of his other kit around. Because balance.
