Troll and afk

Just finished a match with a troll and an afk, the person was afk for almost the whole match. 99% of the match, when we were about to lose. The person types and says ok I am back, and starts moving. Person trolled the group, and the other troll. Was moving but trolling, will they get banned nope. Who will get banned me for calling them out, good logic.
