How do you create a new rune page?

Hi,

I can rename my rune pages, destroy them, but I don't know how to create a new one.

I am lost with the new interface

You don't, you buy new Rune pages in the shop.

I'd hold off on Runes though, because Nov 8 they're all being replaced anyway.

You only get 2 rune pages by default in the current system, and any additional ones you need to buy for IP or RP from the store, up to a max of 20. Once bought, they'll be in your list of rune pages, just empty and called "3", "4", etc. until you edit them.

It might be worth noting that when preseason comes in a couple weeks, you'll be able to edit rune pages at champ select, so the value of additional pages is probably somewhat reduced, so keep that in mind if considering buying more pages.
