Reporting Players in Champ-Select and Leaver Penalty

We all have those games where two (other) people are complete turds and we know the game is going to be miserable. Even if it's just their attitudes and they didn't pick champions to deliberately ruin the game experience - which I'm sure we've all experienced as well. There needs to be a way for summoners to:

  1. Report players in or just after a failed champion selection. 1a. Record pre-game chat (at least when someone was reported during the pre-game chat.

  2. Leave a champion select queue without getting punished. There are definitely games where everyone involved wants to qui because of their unpleasantness but can't and when someone eventually takes the punishment upon themselves, we are all grateful for their sacrifice. 2a. One potential way I can think of #2 happening would be if certain requirements were met then the players would not suffer the usual LP/Time punishments. These requirements might include things like: A) Not being the person who is/was reported, B) (In solo/duo-queue) Not being the person who did reported the other player, friends with the person who reported the other player or queue-partners with the person who reported the other player, and C) This exception can only happen once a day and must be earned by playing multiple games - kind of like earning ARAM rerolls.

Even if my ideas are flawed (and they are off the cuff so I'm sure they are) the need to improve the experience and stop punishing players who are being helpful/nice remains.

What do you guys think?

All of the reporting stuff - yes, definitely.

There's absolutely no reason to not record the pre-game and to not allow reports before the game begins. The current method of needing to take screenshots and submit tickets to support and hope that enough others are doing it to in order to bring attention to Riot is ridiculous.

With respect to no penalties: This is something that gets suggested a lot (and at one point I made a suggestion about it), but it seems to never work out. There's too much fear of it being abused.

The common fear is player x is a late pick and player y take their preferred role. Player X tells their teammates that he had player Y with him last game and player Y intentionally fed. Other players all report/leave player Y (or however the system works so none of them get a penalty) even though player Y actually did nothing - player X abused the system.

Other common fear is people report/leaving because someone picks something off-meta or "bad" (for the team comp?) and even though they're being co-operative and just playing a different strategy they get reported (for doing something not against the rules).

I'd still like to see the possibility of allowing players to press a report and leave button, and choose a player to report, and if everyone other than that player and possibly their duo partner reports the same person then they can leave without punishment. If not everyone does it, then you leave with punishment. So if the first scenario above happens the other players shouldn't leave - player X won't find out they didn't click leave until he's already left and received punishment. Situation 2 could still happen, I suppose the only thing here would be for Riot to retroactively punish people who submit false reports and give them the leaver penalty (including demotion if you left in a promotional game and wouldn't have been promoted, etc...). It gets too complicated though, which is probably why they haven't implemented anything.

Pre-game lobby chat actually is recorded, just like in-game and post-game. It's a common misconception that it isn't, because in a Tribunal case pre-game chat is not shown to them; Riot still has this information, they just weren't presenting it in the Tribunal.

Sometimes leaving a champion select is definitely the right call for everyone's emotional well-being. If a teammate shows signs of toxicity so early it's often a really unpleasant game. I don't think there's much that can be done about the penalty, because I can see how easy it is to abuse, the biggest problem being that it would support the meta in unhealthy ways.

But I do think there should be a way to report, or at least red flag toxic players before or right after leaving the champ select, even when you leave with a penalty. As it is, I often find myself playing games just because I want the option to report really toxic players. Maybe the first player you red flag in the day (or week) can share your time penalty, or a portion of it, while subsequent ones just get sent to the tribunal. I dunno, just an idea.
