Making a decision for top lane champ

Hey guys,

With the recent changes with masteries, items etc. and with the so called "dominant" Top laners ( etc.), I was really wonder where does stand? I dont want to get a top laner that is constantly getting banned in ranked or has a low skill requirement and i thought would be a good choice.
