I got honor level 5 and have never even gotten a capsule. I have maybe gotten a key fragment and maybe a chest once, but holy cow are the drop rates low. I mean even if you get S+ you don't get rewarded. The honor system sounded like a good concept, but I'm started to get disappointed with these imaginary capsules I keep hearing about.
I just hit 5 and have never had a capsule, and don't really care about them. Already own both of the rare skins so xD The capsules are really nothing special other than that for right now.
Im honor 5, I got one capsule soon after I hit honor 3, none since then.

I just got my first capsule yesterday. It took a long time waiting.
You have a max. key frag drop rate each month. It's the 28 of August. You probably hit the max. Capsules replace Key Fragment Drops. Wait next month and you'll probably start getting some.

I've had a single capsule and am honour 5.
Having said that, I gather the way capsules work is whenever you'd normally get a fragment, you have a chance of getting a capsule instead. Those of us who have played enough to be honour 5 already are also probably the sort who capped our fragment drops early on, so many of us may have only actually had 1 or maybe 2 key cycles (i.e. 12 or maybe 24 potential drop chances) since first getting honour 3, so it'll be interesting to see how things feel over the next month or two when we're certain none of our key drops (and hence potential capsule drops) were 'wasted' by still being honour 2.
Also, you mentioned you got 'maybe a chest once'. You know theres no randomness to chests right? You just have to earn an S rank on a champ you haven't preivously earned on one while you have a chest available to be earned, and you'll get a chest 100%.
capsules are tied to your key fragment cap even if you're honor level 5 you still can't get more than 12 key fragments per month so if you've already hit the cap then you have to wait til next month to start trying to get honor capsules again
Well an S rank can get you rewarded if you get in on a champion you haven't gotten a chest on yet.
I had 2 capsules so far with only being Honor 3. And I got them with-in a month of each other.
First one contained 5 key fragments. Second one contained Nocturne Champ Shard and 2 Key fragments.
Kinda find this pretty funny.
