Plenty of higher elo players enjoy playing a variety of champions at a similar level, and I think most players enjoy winning. So if someone can counter pick with a champion they enjoy playing and increase their odds of winning, they probably will.
I doubt many good players would pick a champion they don't enjoy just for the sake for counter picking, since most people aren't good at champions they don't enjoy, and people who pick champs they're bad at (or even first timing) in ranked tend to find themselves low elo players.
The appeal of just playing whatever champ on its own without winning is prone to wear off pretty quickly I'd think too. Bard is sweet and all, but theres other champs.
