Canon Barrage, DMG or frequency buff?

So I have been playing a fair amount of Gangplank since his ult change, and while I love the reliability of the change, it is consistently weaker and feels really underwhelming. I've seen a number of other people mention the same thing, however I was hesitant to agree until I had given him a proper workout. It does feel weaker though, and I have noticed that enemies no longer respect it, and even squishies will often just stand in it and continue to fight. So assuming that it needs to be buffed, my question to the community is this:

It's really not. It deals between 75-165 magic damage per cannonball scaling with AP. Gangplank builds AD, so he will at most get some negligible AP from a sheen, and builds no magic pen of any kind. If a champ has minimal MR, from say merc treads, it is reduced further to 50-145 per cannon ball, and deals . If they have a Visage or veil it is reduced to 20-110 magic damage per ball. When compared to a similar ult, in this case rumbles ult does between 130-240 per second, and scales AP. Rumble builds AP and prioritizes magic pen items, including a liandry's, causing his ults damage output to explode. At the very least GP's ult should be changed to scale somewhat off AD. I admit that since it is global its damage needs to be lower than rumble's, but it does need to be higher than it is. At level 16 a carry (Lucian) has 1620 HP and 48.75 MR from base stats alone. This means that if he can be kept in one place for seven seconds GP's ult will do at most 812 damage to him. At first this seems like a lot, but that is an incredibly long time to sit in one location.

If it gets buffed, I say frequency. I mean, it's a "barrage" after all.

noun Military. a heavy barrier of artillery fire to protect one's own advancing or retreating troops or to stop the advance of enemy troops.

That was my thought as well. It would thematically fit better, and would accomplish the same ends.
