Players intentionally "Ban Camping" champions

Sorry I didn't realize I was in the wrong form sub-section until after I posted

I recently got roostered out of a draft lobby because I declared my champion at the start of the match and two people, obviously Lobbied, say at the start of the match to ban some character that someone else has declared or else they will ban my pick. I'm not a rooster so I ignored them and banned who I didn't want to play against, and then they ban literally the only two playable champions I own for that lane. So my options are either pick a character that is going to get shredded in my lane because it's not intended for that lane, pick a character I have literally 0 experience playing and get roasted for playing badly, or dodge the game and get a 5 minute ban because I got matched with jackasses.

And, of course, you can't even report the players because chat isn't recorded client-side and if you dodge a lobby you don't have their usernames available to report from the client.

What are you supposed to do in this situation? Is Riot staff able/willing to discipline players who act this way?
