HOW IS CAMILLE BALANCED?

Just want to know where in Camille's kit is there balance?

Because a gap closer/stun that is almost impossible to dodge without flash or her making a mistake is pretty ridiculous, and on top of that you can't even trade with the champion because of the shield that counters you, although it only lasts 1.5 seconds it shields long enough to the point where she has more than enough time to use her Tactical Sweep to move away while slowing you. Thus making it impossible to trade unless you make the first move. But if you do make the first move, or try to gank her, all she has to do to avoid everything you have is to Hookshot right away.

Oh and did I mention she has TRUE DAMAGE? This isn't just any true damage, it will hit for at least 1,000 damage(late game, but at early levels it still chunks a large portion of health), and that's just ONE ABILITY, along with the rest of the unbalanced abilities, so can anyone tell me what is balanced about this champ? I'm sure Camille mains and others will say there are all these downsides to the champ, but in reality she is completely busted.

Clearly there is minimum balance with this champion, a considerable nerf is needed for her cooldowns along with the massive true damage she deals, anything less than a huge nerf is a incredible mistake on riot.
