This should never have existed. It seems poorly thought out and executed, like someone said "Hey wouldn't it be cool if he got a dragon ghost?" at a meeting and it somehow became a reality. Morde still needs a remake, but at least get rid of the dragon. At the very least, force him to use his ult on dragon in order to get it.
I absolutely agree he should have to use his ult on the dragon to get the ghost. It is WAY too strong for him to get it for free.

All of CertainlyT's champion designs seem to start out as someone saying "Wouldn't it be cool if..." but I've always imagined it taking place at some dive bar instead of an official meeting.
I agree about using ult for dragon, but the undead dragon was like the ONLY thing they got right about the rework.

Kill Morde's unwanted and nonsensical Dragon pet, then we can talk about balancing him out.
I agree. Killing the dragon already grants a team a strong, permanent buff. It is just completely unfair that the team gets an opportunity to also use the same dragon as a pet only because someone picked Mordekaiser. The opposing team doesn't get that ghost, why should Morde's team?
But here's the thing, a team comp build around Mord ADC(the only viable position anymore) can't siege without the ghost dragon. You can shut down a Mord comp with nothing but decent dragon control.
It's the reason Riot used to justify Morde being viable botlane only.
They won't remove it as they won't rever his rework.

Or rather a more nerfed dragon,who is smaller in size so then the pressure it applies seeing a big arse dragon is mostly faded.
It's for sieging. Adc's can naturally siege because they are ranged. Morde cant. If he is replacing a key role he needs to be able to do that roles goal. So he has the dmg of an adc, but not the siege of an adc. So the answer? Dragon ghost.
No, Morde is an ADC Replacement, He is a Melee. He has no Siege Potential. Dragon Solves that. Even then you can easily shut him down if you just take the dragons which should already be a objective. Morde isn't OP anyone who says that stood in melee range and died to him as an ADC.
