@Riot Allow players to mute surrender votes.

Some players never want to surrender. The problem with the surrender vote is that tilted team mates love to put it up in the middle of a team fight which can cause players to lose focus or even not click on the location they want to be going. Please allow us players to mute the surrender votes, I always vote no so there is no point in having it there except for annoyance, and same can be said about a lot of other players.
