If you think Braum needs nerfs, then why not just nerf every champ and ruin them all.....

Passive- 4 stacks and he freezes you
Q- skill shot with a slow and 1 stack of passive
W-jumps to ally giving them bonus armor
E- Shield that weakens projectiles but still allows Braum to be hit by the cc effect (stun, slow, root, etc)
R- aoe attack that knocks up enemies, slows them, applies 1 stack of passive, and leaves a slowing field behind. Long cooldown
How is that oppressive?
If that is oppressive then so would Leona's kit.
