Azir's Passive

I was playing Azir yesterday and was wondering why don't you put the Azir passive on his W with the attack speed as his main passive and move his "Disc Of The Sun" passive from his main passive onto his W since his W is about bringing things back to life, and bringing up a tower from the sands would match his bringing up a soldier from the sands. Just a though

Disc of the Sun seems like more of a passive ability than attack speed.
