I'm fairly new to league, and I hear a lot about URF and ARURF, but I can't see to find them when I click play. Were they both removed? And what were they?

First off. They are rotating game modes meaning that they only are available on occasion.

Secondly, ARURF is only available on PBE (Public Beta Environment) as of right now and will likely be added to live in the next few weeks.

URF stands for Ultra Rapid Fire, however it has since been discontinued and replaced with ARURF because of some balance issues. ARURF stands for All Random Ultra Rapid Fire, a gamemode where you are given a random champion in the same style as ARAM but on summoners rift. During this gamemode, all cooldowns, including those for your champion, summoner spells, and items, have 80% cooldown reduction.

Right now ARURF is on the PBE for some quick testing, which means it will be available on the main client next patch.
