Refunding of Tier 1-2 runes and Wishes for Fiddlesticks

I think (especially with the removal of most tier 1-2 runes) that players should be given the option to trade in their old teir 1-2 runes (do to their complete and utter un-usefullness especially to level 30 players, like how often I use especially?) for a full or at least partial refund. I have a lot of runes I never use anymore that I would be more than happy to trade in for some IP (or perhaps a new rune?). Just throwing an idea out there riot.

On a side note my freind WildBear247 mains Fiddlesticks bot support and is always complaining how stupid his crow is (throwing it at a enemy champion standing right next to his lane partner then wacthing it fly of in the minion wave). He thinks that his crow should at least prioritize hitting champions once before flying off into the minion wave. He is also disapionted that Fiddle doesnt have any skins that actually make him look scary and most of them are actually a little to corny for his taste and would like to have a skin that actually inspires terror in the enemy just like Fiddle is suposed to.
