Grievous Wounds < Healing / Regeneration

Can manaless/energy champions have a grievous wound item? just is not gold efficient for champions like Vlad or other's like Rumble . It would be great to be able to reduce healing effects and still be able to take and hold global presence, and still be able to actually hurt champions like Swain and Aatrox .
