Soraka's silence should be a decision.

Instead of simply putting down a silence field with a root, it should be castable on a teammate to shield them or provide the teammate a buff. I think this would help create a bit of a choice for the player based in the current situation they find themselves in.

I know it would be overpowered if just added, so I propose removing the root and adding this ability. :)
