Solution to editing runes in champion select?

I honestly don't know if the idea I'm about to say is just plain stupid, or just no one ever thought about it.

Why don't Riot just make it so that when you hit a certain amount of rune pages, for example 12 pages, then you get to unlock the ability to edit runes in champion selection.

Better yet, why not make a exclusive bundle that sells like 9 rune pages, and a special offer which only comes in this bundle that allows you to edit runes in champion selection.

Riot could even allow players with full 20 rune pages to edit there runes in game.

The ones I've mentioned could even encourage more people to buy rune pages.

Riot has nothing to loose, the community is happy, and Riot makes money.
