Nerf Garen
Didn't need that kind of buff, he's just stupid now. That is all.

was useless before. Now he's ok after the nemesis change and has plenty of room to be countered still, but I'm going to jump on the bandwagon and say he's OP
Fixed
I think he needs to have his health regen nerfed. His q does ridiculous lvl 1 damage, with no cost and almost no cooldown. a champion who is such a strong late game as well as early game should be able to be punished when choosing to go all in with such high damage output.. without just sitting back for a few seconds and generating all of his hp back for free.

Gut his passive and he'd be ok to deal with.
His passive is pretty bad until level 16 tbh. All you have to do is poke him once every 8 seconds. This make his passive more or less worthless to literally any champ who can harass him when he comes to cs. Garen being a melee champion makes this pretty easy. The only time I see Garen get to use his passive for extended time in lane is if he's being completely zoned from cs. His early level passive is still pretty underwhelming even if he does get some time to use it
Say that when you pick lux mid and the enemy garen comes mid to completely out sustain & damage you >_>
Garen should be literally 0 problem for Lux. Just like top lane, Garen's passive is almost 100% useless in lane vs a ranged champ. Just auto him every now and then to disable his passive. If he ever tries to jump on you, you have a bnd and a slow to stop him. Sounds like a super easy lane to me
