Well, with the recent nerf on Talon, he lost his silence and instead gains a 99% slow. It isn't a bad nerf, because Talon could silence his enemies and amplify the damage done to them while whoever he was attacking couldn't respond, so considering that it was a decent nerf.

On the other side, without the silence, Talon can't use the silence defensively either, looking at a common matchup, Talon vs. Katarina, Talon can no longer use his silence defensively to stop her channel [at the least I haven't seen anything that says his e breaks channels].

Lets observe another champion for a brief moment who also had a silence that was almost as abusive as Talon's, Kassadin. Kassadin now had a change to his q where it doesn't silence his enemies, but what is surprising is that it says right on the tooltip that it stop channeled spells. Sure he no longer has a silence, balancing his q a little bit, but at the same time, he can still use his q defensively to break an offensive channel [malz ult, kat ult, Warwick ult etc.] Now, going back to Talon, I think it would be fair if either:

A: Talon can silence only when he's stealthed meaning that he can only silence when he's ulting, giving his all in a little bit more power as it used to

Or alternatively

B: Talon's e breaks channels, but cannot silence any other way.

Silences on Assassins are bad design. Do you honestly think that a silence on a champion that can completely delete your health pool within that silence is a good idea? How is the enemy supposed to respond? Cross their fingers and hope that you don't have enough damage to kill them for some reason? That's not fun to play against. No matter how many hoops you have to jump through to get to it.
