What is up with my smite

So with the summoner spell smite at least for me i seem to be having trouble every time i use it the cool down does not reset to 15 seconds instead it increases the cool down time with the number of times I use it this does not seem to be what is supposed to happen and i just wanted to see if anyone had any ideas as to what is happening thank you.
