Why can't we surrender after 10 mins if we have someone afk or outright not in the game?

I've always been frustrated about having to 4v5 for 20 mins even if you are clearly outmatched.

Because there is a chance a tryhard like me will carry you to victory.

Then the team would simply not vote for surrender. However if you are clearly outmatched in the 4v5 it seems pretty silly to have to wait 20 mins.
