Why do I get a ban for queue dodging?

If somebody locks zed and proceeds to go support with cleanse and ghost I have every reason to dodge and not get a dodge timer. If someone instantly joins the game and says "I'm going to feed this game" I have every reason to dodge and not get a dodge timer. If somebody locks my lane and speaks Chinese I have every reason to dodge. I do this for my own benefit and the benefit of everyone in champ select so we don't have to waste our time. I don't see why riot gives out queue dodge timers, it just makes no sense to me. Someone please explain.

People would just start looking up team mates, and dodging anyone with bad recent history.

You would get 10-20 dodged lobbies for every one that actually went through.

So much wasted time.

As far as "cleanse support zed" or "fuck you all i'm feeding just cuz" yeah that sucks, but who would decide exactly when its ok to dodge, and when its not.

It would be a case by case thing, and one persons opinion of what is acceptable, may vary greatly form another person.

So either you punish ALL dodges, or you say ALL dodges are ok, then NOBODY ever gets into a game.
