How do you use champion permanent to increase mastery rank?

this is the situation. im mastery rank 5, i own 2 tokens for rank 6. i dont have champion essence, what do i do?

You still have to demonstrate "mastery". Once you have Mastery 5, earn any S rank on that champion to get mastery tokens for rank 6; 2 of those tokens + that champ shard/permanent or 500 blue essence unlocks access to Mastery Rank 6, which you must then earn the mastery points for (previously accumulated mastery points carry over, so perhaps you have enough already).

Same deal for Mastery Rank 7, except the grades required to earn tokens no longer include S-, and you need 3 tokens to unlock it.

Spend 2 of those tokens, along with (champion shard/champion permanent/500 blue essence)

Champion Permanent is what you get when you already own all champions and you reroll 3 champ shards. Normally it would go directly into your inventory, but since you already have all champions that permanent champion remains in your hextech inventory.

Repeat for Rank 7, but S- grade is no longer high enough to earn a token, and 3 are required to unlock the mastery rank.

If you still need blue essence or champion shards, keep opening chests or disenchant some champion shards you already have. Alternatively, you can wait until they add the item to the shop that gets you random champion shards, which will be available for both IP and RP.
