Re-queueing with toxic players after block/report (WTF RIOT)

This has happened so many times that I'm actually taking time to rage about it on the forums...

I will play a game with either a blatant feeder or an incredibly toxic player. Cool, that happens. After game I'll report/block them and hope that eventually they may get a ban. I'll ignore them in an attempt to avoid them in the future and as a reminder to myself if I ever happen upon them again. It seems that should be a message to Riot that I really, REALLY would not like to play with that player. Apparently instead it means I have a 99.9999% chance that I'm going to get them on my team in the next lobby. What's the deal? I don't want to let the trolls win and make me wait to re-queue... but when I know they will intentionally lose the game starting in lobby I either suck it up and waste a games worth of time or dodge and lose 3 lp/up my leaver buster rating.

I feel like "ignore player" should mean you won't get queued with them again but apparently not

It happens to all of us. Maybe LoL's player base is smaller than we think it is.

It has more to do with the # of people signing up RIGHT now. Wait about a minute or two after a game with terrible people to increase the odds of not getting them on your team again.
