How do Devourer stacks work

Im curious how devourer stacks really work. Do I have to kill the champion of monster to get the stack or can I just assist and is it the same for monsters AND champions

Kills and assists, so leashing blue for your midlaner DOES count towards devourer.

Assist or kills get stacks, killing small jg camp leaders, helping kill buffs, helping kill rift and scuttle gives 2, helping kill dragon or baron gives 5

K so ya this comment may not matter if they are really getting rid of devourer but I hit a skuttle (assist) then gave it to someone else and DID NOT get stacks though so is this a bug or the way its was meant to be.
