Personal Rating Effecting LP gains

Does it? Cuz I placed horribly this season due to afk's/trolling/my inability to carry and it seems dam near impossible for me to get out of silver. I win, I get -maybe- 16LP, I lose - I lose at least 20LP. Personal grade not effecting your LP gains/losses makes sense at higher elo, but in bronze/silver I think it would be a great way to get people who are -seemingly better- to where they belong.

Currently silver is a complete crap shoot for wins/losses, I've had games where I get an S+, ganking as much as I can(I generally jungle) and pushing every lane, but we ace them and the team decides dragon #2 is more important than the win. It's insane.
