Ability to Cancel Game in Champ Select without taking LP Loss in Ranked

Im Q'd as bot in Ranked Dynamic Q and the support decides in champ select he wants to play ADC, so he picks Kog Maw with ignite. He will not change. We need a way to combat this and cancel the game before it starts, with out taking major loses to LP. I get you can play the game anyway and yadda etc. But come on

Will result in too many un-punished dodges. Dodges should always have a penalty.

The best 'penalty' if you want to call it that is to forfeit the match, taking a loss, because that is what is being implied -- that the game is a loss and in so doing to admit a defeat rather than play it out.
