Haven't played in months. I play an ARAM and lose connection because my computer restarted. Every time I try to connect to a game, I get a 20 minute penalty. No matter how long I wait, every time I try to test how long I have, it keeps resetting and telling me I have 20 minutes to wait. I've tried for over an hour.

Yes. You have to actually wait out the 20 minute duration, with the prompt open on-screen. You might have to do this several matches in a row. It's the consequence of consistent leaver tendencies (aka leaving several matches in a row)

So I just logged back in to try playing agian, and I'm greeted with the 20 minute que. wtf is going on.
