Strange interaction, potential bug

I was playing a normal game with some friends, and I was playing Veigar against Zed . Zed got hit with a Bard ult, and I dropped my E so that he was on the edge of it and would get stunned as the stasis wore off. However, he was able to ult before he got stunned and managed to escape. I'm really not sure if this is a bug or intended.
