She has plenty of risk if you know how to play against her - just move towards her distortion not away from it, and punish her when she uses her combo. Some champions are better at it than others, e.g. Katarina, Kassadin, Annie, Swain. Particularly champions that have targeted spells and/or a reliable stun/shield/sustain spell.
Her combo is as her champion description states - it's deceiving. It makes her look like she has great mobility, and she does to an extent, but if she's using it to damage you she's actually LOCKING HERSELF IN A SINGLE PLACE (unless she double Ws).
What that means is that while she's comboing you, you can move towards her original position into your optimal range and unleash your fury onto her.
But...but muh mana.
Xerath does more damage with his full combo and is safer than lb.
That is such a freaking lie. She has VERY high risk. Okay, yes she has super high burst, but what are you going to do after you burst one champion down? All of your abilities are on cooldown, so you cant W out of there, but instead you have to be useless. In laning phase she is pretty strong, but she is very squishy, and hard to use with no abilities. Not to mention, to actually master every single one of LB's combos, takes a lot of time, because using your passive to your advantage is somewhat difficult.

She's requires skill, but yeah I think that she's a bit safe for an assassin. Think Zed is more problematic still.
