Bard (What in the world are you going to do with him riot?)

Bard has fallen to kog'maw levels of terrible in the new season currently. He needs something done with him. reducing the amount of charms for his passive would be probably the first step to take as its ridiculous that it takes so long to start getting meaningful stats on it (25 charms just to get the AoE cone, 35 just to get ONE second off the recharge time. thats absolutely terrible).

Not to mention the XP granted by the charms is so minimal you fall ridiculously far behind in the lane by leaving to go get them. Sticks you in a horrible damned if you do, damned if you dont spot, because you either go get your charms so your passive actually is useful in lane and you can maintain casting spells with your absurd mana costs balanced around his charms while falling behind in levels, or you dont get them, you go oom, your passive falls off and are useless but still the same level as everyone else at least.

His Q is in a solid spot, but his W feels terribly weak right now. a 30-150 hp panic heal on a 12 second CD with a large mana cost and an insignificant decaying speedboost for 1.5s is horrible. Even letting it charge up its a terrible. 10 seconds charge time to gain 40 hp and a .25ap ratio is nonsense. Contrast that to sona with the near same minimum heal values that scales off % hp missing, AND can shield allys in an AoE around her. Sure you can place the shrines around on the ground, but because of the disgusting mana cost and charge up time they're super weak early, and then lategame the heal is insignificant and you just have a worse lulu speed buff that has less utility.

His E is just clunky and awkward right now. it feels like its based on a pixel between either getting a tunnel that you want or a tunnel that goes 5 units. a minimum size, more forgiving targeting, I dont know what exactly but something to make the skill feel like less dead weight. it honestly feels like the polar opposite of thresh lantern in both use and feel. Never satisfied by using it. not to mention you travel so slow in it that your opponents have the ability to just walk away when you use it for ganks or anything of the ilk.

The ult needs to do something more for the crazy cooldown it has. Its cute that its an AoE zhonyas but it just feels terribly weak. Slow after it dissipates, an AoE slow zone on the ground after it hits and the stasis ends, a heal for allys you hit with it. anything at all.

The champion just feels like he has one button you want to use (Q) and 3 buttons that you hate using because they just dont do anything.

I love the champion and everything he does but he just feels horrendous this season with all the AP item changes and mastery changes.

Nope. Nope. Nope. Nope.

You may not want to hear this, but Bard is actually a very high skill champion to play. Misplaying even one ability can often cost a teamfight, and his ult can do just as much to hurt his team as to help them. This does not, however, mean that Bard is in any way weak or under-powered. In fact, when used correctly, he is extremely overpowered both in lane and while roaming mid-late game.

Aside from that, Bard is the most fun champion to play. If ever you run into trouble in ranked and feel salt crystals growing out of your skin, just take a break and play Bard in Normals. It's not about winning; it's not about dying. Just embrace the Wandering Caretaker's carefree lifestyle and enjoy his mellifluous tones as he jangles through the jungle.

Alternatively, if you play Bard with the intention of carrying games and are having troubles pulling off his more intricate maneuvers, then you simply need to keep practicing until you are a pro. If you are one such player that lacks the mechanical ability to carry Bard, or you simply lack the attitude to have a fun, carefree experience as Bard, I am sorry. While both of these extremes are delightful to play as Bard, being in between must suck.

Bard does not collect chimes for the experience points, he collects them for the good of his Meep friends (which are in fact Poros that have attained Ascension).

Bard's Q is a stream of holy words that ensnares evil and roots all who would harm your friends, and this power is the bane of all things Teemo.

Bard's W is the spirit of giving and sharing that you must learn to spread to all your teammates, be they salty fighters or quiet mages.

Bard's E is just as it is described. A magical journey. Do not be discouraged if it does not lead where you wanted. The surprise is the best present of all.

Bard cannot feel horrendous. He can only feel jubilant.

"make his W not shitty" is the only thing necessary at the moment

luxury buff; make him gain a small % of total movespeed ( a la Quinn new ult) with his chimes, rewarding him with more tangible speediness if he collects a lot of them so that he can feel like a proper wanderer

bard has one of the best ults in the game though.
