Too much under 1 item, balance is not based on how much time it saves to build an item.

item 3090 used to exist as Zohnya's Ring a long, long, LONG time ago. That item was so extremely broken, and the power it gave in both offense and defense is the entire reason that item 3157 and item 3089 are separate in the first place.

Twisted Treeline games are a lot shorter than Summoner's Rift games anyway. 3v3s are balanced separately from 5v5, and this is one of the reasons why item 3090 is allowed to exist there to begin with.
