honestly sorakas current heal needs work she cant heal herself enough with 2 Qs to regain the health from the loss of 10% of her max health from 1 heal (unless she hits 3 people with it both times or isnt building health making her too squishy to play with her current setup leona can almost kill her with 1 combo without any of her passive procs if soraka doesnt build health) that is a huge balance problem for her since she now can only heal herself with her ult or q

basically soraka is a binary lane phase atm she either wins lane easy from people not focusing her or loses lane badly from being the primary focus partially because of her medium poke range on q she cant be as aggressive as other supports without feeding

i suggest making minions count as well instead of just champions or make the amount she heals back based off of how much her max health actually is lets say 5% of her max health gets healed back per champ hit or possibly even make the amount lost due to healing 10% of her current health instead of max health
