Kassadin Ult change

Hey guys,

Seeing how is right now (nerfed to the ground), I think there should be some reconsideration about his ult. I do not mean to remake his ult, but just tune the stacks a bit down (He doesn't provide much dmg).

What I mean is that 20 seconds for all stacks to come down is ridiculous. What I propose is more like a timer.

The ult stacks as it is, as well as how many times you spam it. Instead of waiting 20 seconds for his ult to come back to "normal", there should be a time where the number of stacks reduces.

For example, let's say you have n stacks. Then, after 10-12 seconds without casting your ult, you get n-1 stacks After 20 seconds, the stacks resets to 0.
