The designer, RiotAugust, actually addressed this on his stream.

Traditionally, enchanters can heal themselves and damage enemies, often on the same ability. Having self-sustain is typical for an enchanter, and there's no real reason why Senna shouldn't be able to heal herself. Her healing is already lower than most other enchanters to make up for her strong autoattacks, so she's really not out of line.

He did abmit that self-sustain is pretty atypical on an ADC, but the nerfs were targeted towards carry Senna, not so much support Senna.

for me it is ok when she play sup bot or half sup mid like lulu but when she play top lane for example and start push u with her auto and same time heal her self while hitting u with her Q so u automatically lose every single trade this should be 100%nerfed in my opinion .

Wouldn't that be a top lane problem though. They need to address the melee vs. range power in general up there primarily. I think the best way to do that really is through starter items.
