Sivir? Caitlyn maybe?

Sivir has nothing in her kit that beats lucian. Caitlyn doesnt beat lucian as long as lucian goes aggro.

Sivir can push the wave to where Lucian can't easily go Aggro at the same time as she gets poke from her w and q. Caitlyn can poke Lucian down and keep him from going Aggro with traps and her net.

Draven does.

Twitch will outscale and can get the jump on lucian late, but assuming same strength supports, twitch should get stomped in lane
