Why am I rerolling champions I rerolled from in ARAM?

So. Got into an ARAM. Had Irelia. Traded for a Cho. Rerolled Singed. I don't like Singed. Rerolled again, got Cho.

I'm two rolls down with no change. I feel like this is supposed to be mitigated.
