An idea of better game for junglers

First at all I'm apologize for my bad English. In season 4 i saw many games played without "jungler",i got an idea for this to not happen in season 5. I recently watched normal PBE game of the streamer http://www.twitch.tv/tsm_theoddone i saw Baron has health points, and i want to give you an idea for games that cannot be played without jungler (champion without smite spell). The main idea is to give the champions who played with "smite" spell, an advantage to see "The Baron" health, players without "smite" will not see his health, in that way what i want to say is make junglers important for the team in "The Baron'' "slaughter". Let every game has a jungler (champion with smite) in that way troll picks will be reduced. What about in teamfights opposite team will they focus AD carry or jungler? What is most important, to loose the Baron with focusing AD carry or win Baron- focusing jungler with "the smite". It's just an idea focusing in my mind think about it junglers with smite will be important for Baron and teamfights (confusing focus of opposite team). Junglers (champions with smite) will be the only one who can timeout the smite on Baron, becouse they will be the only one who see his health points. What i think smite spell should be, Smite Deals 390-1000 true damage (depending on champion level) to target monster or enemy minion. Also give's the privileges to see unique monster health(I mean Dragon and Baron) ,may does bonus damage to them or heals the champion who uses the spell its your choice to buff the smite?

Thank you for your patience, for reading this.

No. You don't need to bring smite to jg effectively. That's just an insult to strategic variety.

Really don't like that idea - requiring smite to see Baron's HP bar is pretty excessive.

Smite is already required on junglers as-is.

And trolls are gonna troll. And the more restrictive you make game strategies the more opportunities trolls get to be non-conformists.
