Help with getting out of bronze?

I main ADC preferably Ashe. I usually dominate every normal game in the lane and in team fights, I think I have more skill than most bronze players. Whenever I play ranked there is always a feeder or always a very salty person (Verbal abuse, "Shaco fed gg").

PLEASE keep in mind that I am not one of those stuck up ADCs. I take responsibility if I mess up and I am constantly trying to learn. I am very positive in-game. If I am fed and one of my champions is very underfed I will let him take my kill etc. etc. I understand that ELO Hell doesnt exsist, so I must be doing something wrong? Please help
