Ranked team mates not stop dc

Just played a ranked game and through out the entire 30min match 2 of my team mates (mid and jg) are constantly dc'ing, every couple mins, but the game never gave us the option to remake because it didn't start till 5mins in. Why do matches like this count...a ranked lose that could have potentially been a win.
