Eliminate trolls at champ select

There are way to many trolls from auto filled Support roles. I think a fix to this would be a vote to leave the game without penalty during champ select or within the first 5 mins of the game. Trolls are a huge problem in LOL and there needs to be a solution to it without everyone else getting penalized.
