Why does league keep putting me back in a game with people I just reported for trolling me in ranked

I've never experienced something so irritating and frustrating in this game as being trolled in ranked. I don't know why people do it or enjoy it, but they do and it's the worst. After the game I always make sure to report them just so I may not have to be put with them, but for some reason riot doesn't have a system to keep people out of each others games even if they reported them for something like that. I feel that if riot did put something for this in place it would improve gameplay significantly. I'm sure I'm not the only one who feels this way.

This does not always work.

have seen multiple posts of people swearing up and down that they played with the person they reported.

However, this leads me to believe that it may be something as simple as waiting. because much like game update and server updates it make take a refresh before it won't let you play with them. I know it seems like I'm just disputing you, I'm not. I know in theory it should not group you with those that you report however there is something in the system that allows this still. May be a bug....

This isn't true riot has stated on multiple occasions the reporting people and blocking people will not prevent you from playing future games with them because it is to "abusable"

dont immediately join queue, go get a drink or something, so the guy will be in game when u join queue.

Except this doesnt always work. I've been trolled before waited 10 minutes queued, got the same dude again, waited 15 minutes after that game then queued again, guess who was back.
