Dodging on ranked

So there was this guy who want to play this a certain (champion) on top, but this other other person said : i will feed if you pick that! because he is a bad champion. The guy picked his (champion) and the person picked to go top to troll the guy and instalock saying he will feed, what would YOU do at this moment? what i did? i wrote down his name and put on my block list and dodged.

I don't mind the punishment of dodging and avoiding wasting my time on a game lost before it even started but what would be an ideal solution is vote kick someone on ranked for that behaviour so we don't have to dodge and get punished for avoiding an intentional feeder
