Where are my RP? Please help!

I've only got 500 rp when i started and thats not enough to buy the skins that you cant buy for 1 ip like star gardian jinx or championship zed. And i have the same problem with ip. I've only got 10,000 ip so i cant buy runes. I saw a guy that had the same problem and he got his rp and ip. And it seid that you would get 40k rp and 100k ip. Please Help me Riot! i want to test out the new skins... Help
