Lagging, not sure if servers or...

For the past 3 or 4 days I have been having this weird lag. Every 5 seconds or so my ping will shoot up to about 400 and champions like freeze for a second, and then like run to where they actually are. I don't believe the cause of this is a problem with my wifi, because when I do a speed test I get a ping of 15-30 and a download speed of 30-40 Mbps. I am in a building complex that is getting fiber optics installed to replace the current wifi, but if this is the reason for my lag I feel like it should be affecting my ping or download speed when I do a speedtest. What do you think the problem is?

I got these weird spikes where the screen would freeze for at least 6 seconds before resuming.

Fortunately it stopped, but that still worries the hell outta me.

Same and i got leaver buster up my ass about it too.

It isn't my internet or anything to do with my end cause everything else on my computer runs perfectly fine. It happens with LoL only and its like every few games.

I hate how leaver buster will penalize you regardless of what the situation is.
