Ranked border not showing?

Is anyone else having this issue where their solo q ranked border is not displaying during loading screen? (Btw, I am 100% sure that I have "Ranked Border" selected and not "Prestige Border", also I am currently level 3 honor). I Am also 100% sure that I am in the appropriate game mode (normal games/solo qranked games)
