I believe 1v1 rules are usually first to 100 cs, first turret or first blood. Despite the people all spamming Yi/Fiora/Jax, this is simply not true. You want an early game champ with good waveclear and poke so it will likely be a mage. Pantheon's all in is retarded and has decent poke to back it up, so he's one of the top contenders.

Depends on which kind of 1v1.

Fiora and Yi (or even Jax) are pretty strong if they get some items.

If you want to out trade 90% of the roster early instead, pick Lucian.
