Can something be done about Fiora's Passive? I find max health true damage to completely unfair. I'm fine with the true damage, honestly, but making it max health % makes it easy to knock down anyone, no matter how much health they have. Can it changed to a flat amount of AD or something, like yi's e, but greater AD since yi is an AS-heavy champ.

She's meant to kill tanks, though.

%HP true damage is the easiest way to go about that.

Tanks have the lowest in-combat sustain, usually, and usually have the least tools to get away from a damaging target. This means they generally have the hardest time surviving someone who primarily does that kind of damage.
